You're not the only one waiting.
Avg time to receive AOR is still 30-35 days. Should be getting it in the next 2 weeks
My app also delivered on Oct 16 and no AOR yet. I guess around 50% people from Oct 16 are still waiting.
My application got delivered on the 12th of October under the new 3/5 rule, and I can see only one person whose application was delivered on the 12th has received the AOR till date. Makes me wonder if all the 12th applications will get processed along with the 4/6 rule applicants.
I am sorry to hear that. I think you are the second one who got his application returned because of the same issue with this form.
