Not a big deal Bro, good u know that LOE the best answer to the request. You can try download IMM5669 Background declaration form fill and merge it with ur LOE.

Your LOE must explain what u have been doing from age 18 or in the last ten years.

This might be possible, see from IRCC website;

Relatives in Canada
You, or if it applies, your spouse or common-law partner, have a relative:
  • living in Canada
  • 18 years or older and
  • a Canadian citizen or permanent resident
This relative must be a:
  • parent
  • grandparent
  • child
  • grandchild
  • child of a parent (sibling)
  • child of a grandparent (aunt or uncle)
  • grandchild of a parent (niece or nephew)
Total point for relative is 5 points.

I am beginning to wonder if I shouldn't throw in the towel on this application and move to EE. Since 29th December, 2014 when my application got to CA, my life and decisions have revolved around this. It is almost 3 years and eligibility review has not been concluded though upfront medical has been passed :(

Have a bit of faith. Blacky above was in the same shoes as you but you can see that the process has a positive end, he's now landed in Vancouver. If you've ordered your GCMS notes and there are no negative comments in it, then keep the faith. It will end in praise.
