Hello ....My parents are american citizens and they have been in CANADA for a couple years now with visa.
Everytime they apply for visa extensions they get a visa where it says THIS DOES NOT AUTHORISE RE-ENTERY.
My question is does this apply for american citizen..can my parents go in and out from Canada while they are on visitor status here

Yes - this applies to American citizens. They can certainly leave. Whether they are allowed back into Canada is up to the CBSA officer they encounter at the border.

As Scylla has said, your parents can leave, and request re-entry.

Their potential issue is whether a CBSA officer will think they've been living, and intend to live in Canada while on visitor status. IRCC may be happy to renew status so long as they're in the country, but CBSA get to decide if they should be allowed back in if they leave.

There have been examples before of Americans setting up a life in Canada, regularly resetting/renewing their visitor status, until CBSA suddenly decide they're illegally living in the country, and give them a matter of hours to pack everything up and go home, or simply refusing them entry.

The longer they have been 'visiting' Canada, the higher the risk of this.

But don't you find it ironic....The CBSA officer wants to see if they intend to live in Canada(but does not "allow" them to get out of Canada because they might not get back here again).
So they have to stay here....it just doesn't make sense.......

A visitor visa is NOT meant to be a avenue to remain in Canada for a permanent visit. I know some people abuse the system through extension etc but the intention for this visa is to allow short term genuine guests to come to Canada for a visit and leave. If they grant you an extension it is of this main purpose to allow you to continue the visit.

There is absolutely no irony other than the extension is allowed at all.
