Communication language has no influence on points. So unless they tweaked their search bot (because that is what they have) in a different way, there would be no reason for French stream nomination (CBL 7 from French is one of the requirements). But you might have qualified for HCP stream if your profession is wanted for them. Unfortunately that one is closed. Your NOI will last 6 months for that one.
The Government of Ontario is interested in considering you for nomination under its Provincial Nominee Program (PNP) through Express Entry.
If you want Ontario to consider you for nomination under its PNP you must contact Ontario directly after receiving this letter. Note that this letter of interest is not a guarantee that you will be nominated by Ontario. You will first have to satisfy Ontario that you meet the requirements of their program.

General information:
If a province or territory nominates you through Express Entry and you accept the PNP nominationyou will be allocated an additional 600 points in the Express Entry Comprehensive Ranking System. This means you will likely receive an invitation to apply for permanent residence under the Provincial Nominee Program.
If you accept a nomination, you are indicating to both Immigration, Refugees and Citizenship Canada (IRCC) and that provincial or territorial jurisdiction that you intend to live in that province or territory and that you will comply with any other provincial or territorial program requirements.
Once you accept a nomination, your profile will no longer be visible to other provinces and territories, so you will not be considered for nomination by other jurisdictions. You will also not be considered for federal economic programs in Express Entry.
If a province or territory nominates you and you decline the PNP nomination, you will not be invited to apply under Ontario's nominee program.
It is possible to be nominated by more than one province or territory, but you may only accept one nomination.
If you decline the nomination, you will stay in the Express Entry pool of candidates. You will still be eligible to receive invitations to apply under the federal immigration programs (Federal Skilled Worker Program, Federal Skilled Trades Program and/or Canadian Experience Class). As well, other provinces and territories (if applicable) will be able to see your profile for future consideration.
That s what is stated on my profle. I think their system is going crazy then. I'm a elementary teacher. I don't they my profession is in demand according to their website
What upsets me is that i asked them if the system sends noi by mistake sometimes and the agent just kept telling to go to website to check program requirements and about the 45 days deadline. He was like reading a script. Obviously he knew nothing. He even checked my profile and could not tell me a valid reason for my NOI. He kept saying that my clb7 in english and clb6 in french makes me elegible. But elegible for what? HCP is closed and French stream requires clb7 in french

How many points does your profile show? Something is off there.
They either have glitch in their searching bot or they have changed searching criteria.
The biggest problem is, that the stream is not specified on their NOI (so everybody needs to figure it out). Check the website and read the requirements for both stream in detail.
Please be aware that NOI itself is no guarantee, you also need to meet the requested requirements. Good luck.

Having French as a first language was their hidden condition (but maybe by now, they are able to corss search the database).

French at CBL 6 will give you 15 points, sibling in Canada as well.
Not having 3 full year of work experience would cost you app. 13 points. But if you are close to it (2 years and 11 months) system does not recognize, if you have started in the middle of the month and will assign you the points).
One more thing French stream has 45 days deadline, but HCP has 6 months to submit.
However French stream has the same deadline for posting documents after creating their profile at Ontario (45 days from NOI).
HCP only has 14 days from creating the profile, but they can delete it and start again.
If you have any previous trades certification (and as funny as it is your teacher specialization is close to 1 specific trade) and if you currently live in Ontario you could even qualify for the Trades stream (new one and there are no point requirements there). And yes that one is for EE as well.

I put english as first language because since i have clb6 in french then i would not be elegible under FSW. So i put french as second language. I will continue to monitor the website
