CIC website does not say it clearly, but normally such bulk updates happen during the wee hours of the day while the clientele is mostly inactive...

I don't think there is a specific time. Officers or whoever is handling the application must log in as soon as they have updates and make the changes.

I would not 100% trust ECAS, my ECAS status is frozen. I am now at the Test / Interview stage after FP request, my ECAS just says we sent you correspondence which was the FP request, very different from my PR app years ago, when everything was updated very quickly.

Can I ask which office you are going through? It seems some are more accurate and up to date than others.

I noticed my application was updated to decision made at 5 am and the previous night it was in progress
Same with the Oath notice
