My wife and children have entered Canada as refugees in Quebec. My children have been refused but my wife has been accepted. She has obtained CSQ and is going to submit application for PR including my children and me as dependents. I have the following 2 questions:

1. I am living outside Canada and have Canadian Visit Visa. Can I live in Canada with my wife and children while the application for PR is in process.

2. Can I apply for a Work Permit.

Please advise.

1. You can apply for a visitor visa however it is pretty much guaranteed to be refused since your wife has claimed refugee status in Canada. CIC will know you're not a genuine visitor but have plans to remain in Canada long term.
2. To apply for a work permit you would need a full time job offer in Canada and an approved LMIA from your employer. Even if you had these, chances are quite high the work permit would be refused due to your wife's refugee claim.

Most likely, you'll have to wait until your PR visa is approved before you'll be able to travel to Canada.
 
I already have a valid Visit Visa to Canada
Having a visit visa is one thing but you still have to convince CBSA at the border of your intentions and length of stay. You may get couple of weeks you may get 6 months no way to predict plus a visit visa is simply that and not a permit to live in Canada.
