 I am not sure if they are going to treat all the applications the same way, or will local applications get the priority or the priority is set based on who applied first. It is very frustrating that a G9 nation has such an appalling process where they make people wait for literally no reason. As a Six Sigma practitioner, IRRC is a perfect project that requires major overhaul in the process to bring improvement and cost savings...sigh..
