Canadian sponsoring American wife.
She lives in Seattle and I live in Toronto. Been together since May 2015, got married in Oct 2016.
We have taken numerous trips to see each other.
For the question "Are you living together? If not explain why."
Is it okay to start the answer with "We are not living together primarily due to the immigration barrier..."
We are both employed full time in our respective countries and intend to live together once her PR is approved.

You don't have an immigration barrier. Either one of you could easily come to the other's country as a visitor so you could live together. You can state the real reason, that you both have full time jobs and need to be able to work, so living as a visitor is not feasible for either of you.
 
Just say you are not living together because she is American and not yet legally able to reside in Canada. That's what we put for my American husband and they were fine with it.
