what is reviewed first in a study permit application?

Everyone knows that the embassy checks that the application is complete or not.

then, they go for:-
1. ELIGIBILITY
2. MEDICAL
3. INTERVIEW
4. DECISION

interview is a very rare chance or they will not take it. and decision is final whether it is approval or refusal.

Now, the question is that they check eligibilty first or medicals?

and i think approval is on basis of eligibility if medicals are okay.Am i right or not?

okay thanks but cic says they check eligibility first after that they check whether the applicant need to have a medical done or not..

that`s why they call for medical in some countries which in case is a result of approval
