Hi everyone,
I submitted my study permit application from Pakistan for fully funded PhD degree. My eligibility and everything got passed in Aug 2023 and since then my application is in background checks. I did literally everything to expedite the application. I filed mandamus myself but of on use since it was dismissed at leave stage. As per the CSIS notes, my security is completed in April 2025 and they provided their advise to IRCC/CBSA. In CBSA notes under the security they indicated the status VIT-34 Status: Hold. I do not know what does it mean? Can any one know anyone or has experience as such. This is my last chance to enroll for Fall 2025 because the professor says it is the last deferral he has made. Really need your help guys :((

Have you never retained a Canadian immigration lawyer over the years to help with your application and movement.

VIT-34 Status: Hold means your security assessment is on old under section 34.

  • IRCC, CBSA, and CSIS assess applicants against Section 34 of IRPA (espionage, subversion, terrorism, membership in an organization that engages in the aforementioned acts, or being a danger to the security of Canada).

You should get a lawyer but this will not be solved by Fall.

but CSIS has already completed their part and provided advice to the CBSA/IRCC. I cannot afford a lawyer as I am a student and barely make money to meet my ends; they cost a lot.

Well your status says hold. CSIS completed your security and CBSA put it as hold. Doesn't say you passed your screening from CSIS. A lawyer could advise what that means and next steps. How did you show money to apply for study permit? Canada is so expensive and paying a lawyer for a consultation may help.

Request information from CSIS directly. It would probably be heavily redacted but might provide some insight. Do you have any history of rejection? As others have said, it's unlikely this gets resolved before fall.

I already got AITP notes from CSIS and said they security case is completed and provided their assessment to CBSA/IRCC in April 2025. As per my CBSA notes, the security is in progress. However under sub activities vit 34 the status is written hold. I have searched the thread and hold basically means that CBSA is in final stages of deciding the application.

Correct, your file is on hold and with CBSA pending completion of their assessment. Talk to advisor about last date you can join factoring in passport stamping.
