I wanted to know if work experience points of the spouse/partner are dependant on IELTS, or if both these categories are entirely independent?

Work experience has nothing to do with IELTS. They are different, separate requirements, http://www.cic.gc.ca/english/immigrate/skilled/apply-who.asp
