It was just brought to my attention that US citizens and permanent residents residing in the US can use FBI channelers to get their PCC, which can be much faster than the 2-3 months it takes when applying directly with the FBI.

I think your choice will narrow down based on the city you live in. There are 2 types, one who will only give you soft copy and one who will give you a hardcopy printed on a secure paper. IRCC is not clear about whether they accept the soft copy only one (they would have no way of knowing unless you volunteer the information of course). UPS stores generally have the soft copy channeler.

In the Twin Cities area in Minnesota I recommend these folks http://vetconnex.net/ on the FBI site, redirects to https://www.mobileelectronicfingerprinting.com/ . They give you a hard copy the same day. They also did my fingerprints for Singapore PCC and when Singapore rejected those ( for no fault of the channeler, Singapore wanted a stamp and did not specify they needed it.) they did new ones for free. I know they are trying to expand so you can call them and see if they have someone in your area.
 
I uploaded the PDF file I received by email and CIC accepted it. I landed last week. Either soft or hard copy would work.

The above mentioned service is only for US citizen, green card holders, I lived in states from 2001, to 2009, now residing in India, is there any consultancy firms in india can do the same, I mean PCC from FBI.

Not legally, no. Channellers are only sanctioned to handle US persons.

I believe this particular "channeler" has been labeled as unscrupulous on this forum. Use with caution if you are not a US citizen or US permanent resident.

No, the burden of proof is always on the applicant when dealing with IRCC.

it is when you are misrepresenting the facts. CIC asked you to get a report from FBI and you got a report "from" FBI. if you are clean then chapter closed !!

I think that's a reasonable assumption. According to the CIC, you are allowed to use a channeler on the FBI-approved channeler list if you are a US citizen or permanent resident:

Option 2:
For U.S. citizens and permanent residents only: you may apply to an FBI-approved channeler (a third party that helps deliver your information to the FBI). They will collect your application form, fingerprints, any fee(s), and give them to the FBI.

Once the FBI completes their background check, they will send the results to the channeler. The channeler will then give you your record check letter.

Please include the FBI letter with your application, and send us the complete package.
 
I will never understand why people simply cannot play by the rules. It's not that difficult. It clearly states channelers are for US Ciitzens and GC holders only.
