Hello,

Background.
Me - PR status. Living and working in Toronto.
Wife - Has a TRV. Currently living in India. [TRV was applied by brother two months ago]

We're getting married in March 2018.

We plan to travel together to Canada right after marriage and I will apply for an inland spousal application.

My question is, can she be refused entry at the airport based on change in "Reason for Travel".

Should I be booking her a return ticket as well? What should she state as the purpose of her travel?

No - she should not be refused entry.

Yes - she definitely needs a return ticket. She is not allowed to move to Canada at this time - only visit.

Will it create problems? I don't want to lie to the immigration officer.

Yes, she can say that.

Eventually it all depends on the immigration officer she meets at the POE
 
You posted this question already. You didn't mention that the TRV was obtained by your wife's brother to visit ad stay with him.
