They do not need mark sheets or provisional certificates. They want your original certificate, so not submitting this leaves room for the officer's discretion. I would advise you to do everything in your power to get these certificates, and if you fail, give a damn good explanation for this.

Personally I got CLB 9 at the fourth IELTS trial. The provincial nominees come with a financial burden and a limitation in terms of job selection.
Thus I would suggest you to retake IELTS.
