But i am an indian citizen and still in india .
Actually I get offer letter from one university and expecting from other also(which is my dream university). And that OTHER university will send offer letter in November. And the university from Which I get offer letter now wants me to start the classes in September.
So what should I do now?

Do you have a study visa or something like that?

Accept offer letter apply for visa come to Canada go to your dream university get the offer letter & then go to the university you're accepted in and drop the program and transfer fees.. simple as that

1. You have to attend the University in September to which you have been admitted. You can change your university in January 2018. In that case, you will lose your fees for the first university.

2. A friend of mine was in a similar situation and he was asked to leave Canada in such circumstances. He had to hire a lawyer in Canada, but eventually got the permission to stay there. But this thing will definitely affect your PR case in future. Plus, he had to pay around 3500-4000 CAD as lawyer fees.

Your study permit will be issued and is valid only for the university that made the offer. If you want to go to a different university, you will need to apply for a new study permit before officially enrolling.
