I am a current graduate student in the united states hoping to graduate with my masters degree in December 2017 and I desire to relocate to Canada. can I apply for a permanent residence? am I eligible? and how do I go about the whole process? I would appreciate your kind response.

You probably need work experience first in a qualifying field. Detailed info on Canada's immigration programs and what you may qualify for is here: http://www.cic.gc.ca/english/immigrate/apply.asp

Alternatively you can look at getting a 1-year open work permit to Canada under SWAP program, which is geared to recent US graduates.

Just to elaborate a bit - this is open to Americans only - not to anyone who has graduated recently from a US school.
