Regarding today's F5 party, which page should show the news that a draw is taking place first? Should I be refreshing my EE account? or EE Rounds of Invitation page on CIC website ( http://www.cic.gc.ca/english/express-entry/rounds.asp )? or somewhere else?

Agreed. If they are not keen on a draw due to strategic reasons or system related issues. Its their prime responsibility to inform the poll applicants that we should not expect a draw. That would be precise than saying we will adjust the scores before next draw.

There is no draw this week... there will be 3 draws in July. That's the reality..
