Cannot pass IELTS test

A friend wants to come study in Canada, however he cannot pass the IELTS test, is there any way to get around this?

Apply for an ESL program and pray he gets his visa approved

Yeah. Apply for an ESL program as well as another program in Canada. And say that you want to do the ESL program first and then continue studying (Business/IT/Finance/Whatever) in Canada. You won't need IELTS for that in that case

Yeah from what I've heard, getting a visa approved for an ESL course is not that easy considering the fact that you can do the same kind of courses for cheaper in your own country
