I think each and every one us are eligible to become lawyers by now. :)
 
They are planning a Royal Assent ceremony, I wouldn't be surprised if they planned it on the 1st of July for Canada Day. Once it becomes law, CIC will issue a statement to say when the rules will be enforced

Isn't few clauses of them effective immediately ?
