I submitted mine through IRCC webform by sending a case specific inquiry and also though the tech support issue in my online account at the suggestion of the CIC agent I spoke with over the phone earlier today

I still do not have any option to upload in my online account and it has been 6 days since they sent the email saying another email will be sent in 5 days requesting the sched A form

could some body who knows of this process enlighten me as to what you actually did. my spouse's birth was registered late (almost 20 years after born) so if anyone has been in the same situation would you be able to let me know exactly what you did.

If applicant country is 'India' and birth is registered late and birth certificate issued is in non-English language: Then you need to submit copy of the birth certificate in the following format:
1. Affidavit on stamp paper from the person who translated the birth certificate.
2. English translated copy of the original.
3. Notary certified copy of the original non-English document.
Along with:-
Original Voter ID card and Original class 5, 8 school report card and original 10th pass certificate.
Also, Supplementary Information - Travel form
