Coming to point, I don't think there is any location restriction but visit CGI downtown Toronto if you are coming.
I'll come to Toronto and hope they do it for me. I'll also keep trying to get it done from India as well.

Had to wait so long for invitation and now Indians are screwing over fellow Indians :(

So, this was my process in India until I saw this post and canceled everything and got my PCC from CGI Toronto.

1: - I sent my DAD to nearest Police station, and they sent him to their head station.
2: - He filled some forms over there along with my passport, Passport Size photos, Voter Card(if any) and Birth Certificate.
3: - I didn't send my Grade 12 certificate because I was out of my state which was gonna put it to 3-4 more weeks. Keep your addresses to minimum numbers.
4: - He found an officer over there and with the help of Mahatma Gandhi, he agreed to personally handle it and issue it in 2-3 days.
5: - Office was closing soon, so, they asked him to come next day.
6: - Next day I saw this post and stopped him from applying.

So, my friend with the help of Mahatma Gandhi, you can do anything. I wouldn't suggest you the same but you can definitely try.

Check this:

Step 6 Click the "Print Application Receipt" link to print the application receipt containing Application Reference Number (ARN)/Appointment Number.
Step 7 Visit the Passport Seva Kendra (PSK)/Regional Passport Office (RPO) where appointment has been booked, along with original documents.


This means we have to go there personally?

Trust me the BLS people aren't that nice either, go to their website and look at reviews . but yeah as someone suggested above, try and visit BLS brampton/tronto , if not CGI office Toronto before proceeding with the application in india .

Yeah nobody is going to be nice I guess. I'll try Toronto first and then psk.

In Ottawa they already gave me a hard time. I hope Toronto turns out better. I tried calling the PSK customer service number but it says 'this toll free number is disconnected'.
I have asked my parents to ask agents who sit outside the passport office about the procedure of obtaining the PCC.

If you are coming to Toronto, visit CGI down town, this is the best option.

anyways, BLS Toronto is also near by CGI and opened till 5 o clock. But in order to submit application you must be there before 2 PM. They will give token if you are there before 2 PM.

I am sure that BLS Toronto won't help (BLS Brampton might as told in previous post) but CGI for sure will do.

Also, you can try to call CGI Toronto, call them and put your phone on speaker until someone picks(waiting can be up to 30 minutes)

If someone picks, tell him that you need help related to PCC and he will transfer you to PCC officer. Explain him your case and he should give you heads up
