My parent applied for permanent residence under the Ukraine Family Reunification program in 2023. Biometry is done in 15.11.2024, eligibility and a payment request email arrived on May 8.

Theoretically, my parent should have received instructions to submit the CSQ application by now, but nothing has happened so far.

I'm wondering if anyone has reached the CSQ application stage yet?

Is the list of forms and required documents for the CSQ application known?

Is there anything we should or can do in the meantime? Email we got from Immigration Canada says do not send extra emails, it may slow down the process. Maybe call them, or should we rather call MIFI?

P.S. I’m aware that the Quebec reunification quota for spouses and children has been reached but my question is specifically about a parent’s PR application.

This falls under H&C which I’m sure has a limited quota.

After some research. Would fall under “autres immigrants”. Table 2. Only 700-800 spots this year so I assume there is a backlog which could be significant. Would compare to others applying from Quebec through all H&C programs.

From what I have heard several dozens CSQ were issued. It is far cry from other provinces where many family were already unified, but something

Most who have received PR have done so through other programs not the H&C program only for Ukranians. If people have other pathways to receive PR people should consider applying instead of this H&C program. If already received CSQ and if in Quebec probably at a point where it makes sense to wait for PR through this program. If in Quebec people likely have less options when it comes to PR pathways. Still could take a few years to get PR. It all depends on how many people are ahead of you in the queue and what the quota is for this program in Quebec.
