Could you please share your timeline and let me know when your dependants received their biometrics and medical requests? Was your application under the Québec Protected Person category? I’m in the same situation and would really appreciate your help. Thank you!

From what I understand, dependants outside Canada usually don’t go through the same PR Confirmation Portal process as applicants inside Canada. Since they are abroad, their applications are generally finalized through the responsible visa office, and they would normally receive a passport request (PPR) or instructions for finalizing their PR from outside Canada. My understanding is also that their PR confirmation may depend on the principal applicant’s eCOPR being issued first. However, I’m not entirely sure why all the dependants received Portal 1 in this case. Hopefully, someone with a similar experience can clarify.

you negelected to mention you are a protected person so timelines can be much longer and you are essentially in line for landing when the next space comes up. Some visa offices outside Canada are faster than others. Your processing times has already been very fast. Are you part of the pilot program or does this involve only minor dependents?

Since your dependants are outside Canada, they cannot complete PR confirmation through the PR Portal the same way someone physically in Canada can. IRCC says the portal is for confirming permanent residence from within Canada, and PR status cannot be confirmed through it while a person is outside Canada.

For family members outside Canada, once IRCC finishes processing, they normally issue a COPR and, if they are from a visa-required country, a permanent resident visa in the passport. IRCC may first ask for the passport or passport copy, photo, and any remaining required documents.

There is no official fixed timeline from a P1-type email to passport request for overseas dependants. IRCC says processing times vary depending on application type, volume, verification and whether additional information is needed.

Since you already replied to IRCC and clearly stated that all dependants are outside Canada, I would wait for the next instruction, but if there has been no update for several weeks, you can follow up through the IRCC webform and specifically mention that the dependants are overseas and are waiting for passport/COPR instructions.

What do you mean when you say the next space comes up ?

There is always a line of applicants waiting for processing or landing when it comes to immigration. There is also an annual PR quota and once reached IRCC doesn’t approve more people until the next year. Each location also has their own list of people dependents waiting for landing. For example some offices are known for longer processing time than others for a variety of reasons. The best way to identify how long your dependents may have to wait for PPR is to try and find others waiting for dependents of refugees/protected people to be approved where the primary applicant lives in Quebec and the processing location is the same. Easier said than done. Whether you were part of the pilot program and whether your dependents are minors also are important when comparing to other applicants.
