Hello,

We submitted my spouse's SOWP in mid-August after getting the Inland PR application AOR. Our representative submitted all the required documents for myself and my spouse and also followed the same process he generally use for all such applications.

Surprisingly, today we got an update from IRCC saying "To be considered under this program, the client must submit proof that they have the same residential address as their sponsor in Canada. Client did not submit proof of same residential address. Proof of cohabitation is a mandatory document. Therefore, the application is refused under R205(a) –A74 of Immigration and Refugee Protection Regulations."

The reasoning says it is a mandatory document but online application and instructions doesn't say the same.

It came as a surprise because SOWP application did not ask for any address proof explicitly and our representative had never seen such issue in past 5 years.
We are worried because my spouse's existing WP is expiring this week but we do plan to re-submit the application with same address Ontario licences and Lease document with out names on it.

Has anyone seen such case before? Any suggestions?

It's one of the basic requirements if you applied inland. So the refusal is legit.

I couldn’t find anywhere where this is called out as “ mandatory” requirement?

Any suggestions for re-submission? Anything else I should attach apart from Joint Lease, Insurance, License and explanation letter?

Would include things like recent bank statements, bills like utility or phone bills, etc. Things that are both recent and show your address are good proof of your recent address. Would also include proof a lease agreement.
