Can i apply for a visitor record while in canada on maintained status?

Why would you apply for the visitor record if you applied for a WP? When did your previous WP expire? Will you be withdrawing your WP application? The new WP application is what has given you implied status so if you withdraw it you would have been out of status since the expiry date of your WP.

i dont want to withdraw my WP application, i am scared it will be rejected so i want to apply for VR just in case because my WP expired few months ago.

Applying for both would potentially end up with you having the visitor record replacing your work permit. Only keep the WP for now and if denied then address that issue. Why do you think the WP will be denied? The VR could also be denied.
