What does your PR card APPLICATION NUMBER show in your GC-Key portal ? Does it show we have mailed your card ???? If so call them the only other way to know is by downloading the canada post app register and sign up for incoming mail, where you can see what mail is coming your way (canadian bank note is sender , the company that prints passports ID's financial doc's etc) because IRCC DOESN'T provide tracking numbers for mailed PR cards since they use regular mail for sending them.
Yes portale dispatch date 17 June, so far not received , I was calling IrCC PR card options but can’t able to connect agent system keep dropping my call , I did initiate a web form . Do I have to initiate a lost and stolen report/ form. As my one is pension from last 8 weeks all other members of the family got their PR cards already ??

Ok you're somehow going to keep calling IRCC until you get through on the phone , you need answers or an answer , if it shows mailed on June 17th on your GC-Key. (the pr card application number) Just make sure when you call again you give them your PR CARD APPLICATION NUMBER (it starts with a letter) so that they can look it up. Or like I mentioned sign up with Canada post and register for "my mail" and see how many parcels were delivered at your address the last 3 months using Canadian bank note co.

They won’t have any answers for you. It is likely dispatched somewhere in the Canadapost system and it will either turn up or you will be able to eventually report it as missing.

Yes, you need to do that in person at a Canada post office.
 
Can IRCC provide tracking number of PR card courier if card not receive within 30 days. If not then what is the solution?

First PR card that IRCC automatically mails after e-COPR, IRCC currently says there is no way to track the first PR card, so IRCC generally does not provide you with a courier/Canada Post tracking number for it.
