If your GCMS notes clearly say the application is approved and “waiting for landing,” it usually means the decision is made and your file is in the final queue for portal invitation (eCOPR step), not that something is wrong. Unfortunately, IRCC often has delays between approval and actually sending the PR portal (PPR/portal email), and this stage can take weeks to a few months depending on workload and office.At this point, you’ve already done the right things—calling IRCC, contacting your MP, and ordering GCMS notes—so the next step is to keep gentle but consistent follow-up. Submit a webform to IRCC explaining that your GCMS notes show approval since February but you have not received portal instructions yet, and request them to trigger or review the finalization. You can also follow up again with your MP’s office (sometimes a second request gets attention), and consider ordering updated GCMS notes if it’s been a couple of months to confirm nothing has changed. Make sure you regularly check your email (including spam/junk) for the PR portal invitation. In most cases like yours, this ends up being a delay in final processing rather than a problem with the application, so it’s a matter of pushing for attention rather than fixing an issue.

Same situation. MP said my application (non-EE-provincial nominee, Ontario, inland, applied JULY 7th 2024) was approved on 26 February, 2026. MP keeps saying it is within the processing time like a broken record and the same answer (the application is open in progress, blah blah blah) when I send webforms.
I don't know what to do....
 
2024 applicants are basically just screwed at this point. This is so ridicules and inhuman at this point. Can't move out because it will give them an excuse to delay your application even longer, can't change employer cause you are in a closed WP can't travel long term cause your Portal email might suddenly appear. in what world is this even fair or according to any immigration law? what are the chances that security screening employees are corrupted or lazy enough to harm random application. this process does NOT make any sense, definitely NOT for a developed country. ONLY response you receive from IRCC (CANADIAN GOVERNMENT EMPLOYEES is that they are not responsible for security process. seriously?

bro they don’t even take responsibility for their own administrative delays…. let alone security checks …. I don’t even have the option of going back…. otherwise I wouldn’t have tolerated this insanity for one moment longer…

Judging by the spreadsheets in this forum and FB groups, there are hundreds of applicants from mid-to-late 2024 who have not heard back from IRCC since PAL for months. I'm talking about people with no red flags and no comprehensive background checks - at least from what they can gather from GCMS notes. There are a few who applied even before that (early 2024), but they know they're stuck in comprehensive BC.

My timeline:
Nov 2024 - Applied
June 2025 - AOR
Sep 2025 - PAL - I'm close to my PAL's birthday party with zero news and no explanation from IRCC. GCMS notes don't flag anything; MP's office can't get any additional information...

What boggles my mind is watching Sep/Oct 2025 applicants get their eCOPRs while hundreds of 2024 applicants are still waiting with no logical explanation.

My PR application has now been processing for almost 35 months, including approximately 21 months in security screening.

Has anyone with a similar non-Express Entry PNP timeline recently received PR? Did mandamus eventually help, and how long did security screening take in your case?

Any genuine experience or informed interpretation would be appreciated.

When did you file for mandamus?

My understanding of mandamus is if the judge decides on your favor, he will ask IRCC to make a decision on your file within 60 days. Now ircc will either finalize and approve your application or they could reject it due to pending security check.
