Study permit inside Canada applied for TRV from outside Canada delay

Hey everyone, I applied for a study permit inside Canada and left the country in March without knowing that I needed a TRV to get a sticker on my passport.
I applied from Algeria for the TRV, and the processing usually takes about 20 to 30 days. I applied in April, and it is July, and still no response except that it is stuck in background check.
I filled out two web forms and contacted the Algerian immigration email, but with no response, I didn't take any classes in the summer since none were offered, and continued working on my PhD from Algeria. However i need to be back in Canada in the Fall to take classes. Should I defer the fall session, should I contact the university to contact IRCC and speedup the process.

If in background check then IRCC is waiting for security information from Algeria and any other country you have lived in. Cannot expedite the process. University cannot do anything but ask for their advice. Can ask a MP to find out about status. Hopefully you will get it in time.

Were classes over in March or were your other potential responsibilities like being a TA? University winter semester tend to end on April/May not March. That could also be an issue that is delaying your application. Are you nearing the end of your PhD and started later than expected since you are typically given a study permit and TRV that correspond to the length of your degree?
