Why are you yelling? Depends on the province you are in and the hospital. Call the hospital and ask if they accept people on visitor visas because some don't. You need to pay upfront too.

Timelines depend on province for BC, and then you apply for passport.

Could be as little as 5k for a birth but as much as multiple million dollars if NICU stay is required in some hospitals. There is a good chance you can be denied entry as a visitor if there is concern you are not a genuine visitor and a birth tourist. Due to issues of non-payment and no excess capacity after serving those with provincial insurance some hospitals and doctors do not accept for nationals as patients.
