One is a city and the other is a province. What type of post graduate degree and what is your education and work history?

Masters in Uni of Manitoba and a PhD in Windsor. I already have a masters in a relevant field compared to one i got admission in Manitoba. However in terms of part time jobs which city is better?

What school in Manitoba? What masters do you already have and what type of masters and PhD have you received admission to? Whether you are able to obtain a study permit for another masters degree is probably a more important factor than potential part-time job opportunities in both cities. Very tough to predict the general job market so far in advance especially given the Canada’s weak economy (especially high youth/young adult) unemployment rate as well as the struggling global economy and also without your education and work history. Getting a job as a newcomer and student also often depends on whether you have contacts who may be able to help you secure a part-time job. Did the masters and PhD offers come with any tuition funding or job offers as a teacher (TA or lecturer), research assistant, etc. ?

If you have a Masters then you do a PhD. No city is great for part time jobs. Even Canadian students cannot find jobs. As PhD student you should have stipend and TA position.

What if there is a chance for the masters to be converted to a phd. Then which city and institute would be better?

So your only determining factor is a part time job, and not the program or school? Look at unemployment rates and talk to students at each university. What city do you like best? You have a Masters already so chances of refusal for another Masters is very high. Go to the school with the PhD.
