Current Situation:
Outland spousal PR application submitted mid-February. Got AOR, medical and biometrics done. Now waiting for PA eligibility and final background check to be completed. My wife already holds a valid Visitor Visa and has visited Canada as a tourist in the past. We want to start living together now rather than waiting out the final months of the PR process apart.

My Question:
  1. Entering on TRV: Can she travel to Canada right now using her existing visitor visa under Dual Intent? Since she already has a travel history and we have passed Sponsor Approval/Medicals, how scrutinized is this at the Toronto airport?
  2. Bypassing Passport Stamping (PPR): If she is inside Canada when the final decision/Passport Request (PPR) comes, can we ask IRCC to switch her to the Inland Virtual Landing (eCOPR)? this will help us save the few weeks of passport stamping time.
  3. Process: Does she just reply to the Ready for Visa / PPR email stating she is physically in Canada to bypass mailing her passport back to VFS India?
Has anyone successfully done this recently without delaying their final approval? Any suggestions/insights would be great. Thanks!

1. Entering on TRV / Dual Intent:
Yes, she can still try to enter Canada using her valid visitor visa under dual intent. Final entry is always up to the CBSA officer at the airport.

2 & 3. Switching to Virtual Landing (P1/P2/eCOPR)
Once she is in Canada, you can send IRCC a webform to let them know she is physically in Canada and would like inland virtual landing instead.

HOWEVER, Just keep in mind this MAY NOT save time. I do not have direct personal experience, but I have helped a few "Thai" people with similar situations, and some ended up waiting months for Portal 1 after switching to waiting for virtual landing. One person waited about 6 months for P1 even after already receiving PPR in Thailand (but she decided to move to Canada before sending the passport).
