Indian passport surrender

Hi all,

I filled up the Online Application for the Indian Passport Surrender process.

i uploaded my passport photo and signature, and also the 3 supporting documents.

Now I have downloaded the Online-Filled-Application-Form which has my Photo and Signature already on it, and I guess I just to need to sign the bottom of Page-02 where it says 'Signature/Left Hand Thumb Impression of Applicant (If applicant is minor, either parent to sign)'.

Now my query is, I cannot travel to the BLS Office in Toronto, so how can I sent my ->

1) online_application (signed on bottom of Page-02)
2) supporting_documents (Address proof , Canada Citizenship certificate, Canada Passport)
3) physical_photo (is it 2inch x 2inch dimension or ??) - Do I need to sign the back of the 2 photos or keep it empty ??
4) application_fees ($116 CAD) - Bank Draft

Also I need BLS to courier the Surrender certificate back to my home address in Ontario.

Please can someone guide me on to proceed with this.

I hear conflicting details about sending the Physical photos, some say since its on the Application form already, no need to sent while other say to sent it.
Do I need to sign on the back of the 2 photos or not ?
Pls can you help.

I can’t speak for every case, but I can share something very specific based on consistent anecdotal patterns. If your Indian passport was originally issued in Toronto and you submit your surrender application at BLS Toronto, the processing tends to be noticeably faster. This was reinforced today when I submitted my own application in person at BLS Toronto (my passport was also renewed and issued locally back in August 2025). The staff member at the counter told me the expected timeline for my application is about two weeks.

I applied in person and they said 3 weeks when i asked them. Note : I requested 'in-person pickup' though, instead of courier to my house.

The person standing next to me was told 3 to 4 weeks by another staff member.

Consulate site is showing certificate printed, but BLS still showing under processing
someone who submitted on 18th April, he got certificate yesterday

Went to Mississauga to surrender my passport. There were no appointments available at all, so had to walk in. The extremely rude security guard made us stand outside in the wind for 2hrs even though they have plenty of room inside for waiting. There were a lot of arguments between the walk-ins and the security and he finally let us in one by one.

Once up there, they nitpicked the fact that my parents' name don't have their last names in passport but do in my application and sent me back. Now I have to do another walk in just to get rid of a passport!

The whole thing is a money grab operation to sell their premium service. The security guy was even asking the walk-ins to upgrade to premium on the spot to get in. Out of general principle, none of the walk-ins ceded till they had to finally let people in. Even at the counter, they were suggesting that with premium service, we can correct small errors like that on the spot.

It's a tragedy that these crooks are the only option available for Indian immigration services in Canada.
