yes I got an Evisa last year and travelled to Thailand for 2 weeks with no issues

Here is the website for Thai Evisa. Fill in the information and gather the documents required. Make sure you select their embassy in Ottawa as the processing centre for your visa.
Your travel document is just fine you don't need a PR or anything else.
They issue the visa within a week and you can travel easily.
