Foreign Worker Under LMIA Closed Work Permit

Hello! I am posting this on behalf of my brother.
He is on LMIA Closed Work permit that will expire on the 25th March 2026.
However, the company he was working for folded up 5 months ago. Since then he has been brain storming on his way forward.
Employer failed to give him Record of Employment to enable him apply for EI since. The lay off was just verbal, undocumented.
In January, he applied for open work permit, but was refused. The immigration consultant immediately submitted an appeal. He's currently waiting for IRCC response. Why he is waiting, is it safe for him to submit application for TRV Application before the work permit expires on March 25th, 2026.
If yes, I am unable to see the link to the online application to Change Conditions, Extend my Stay or Remain in Canada as a Visitor or Temporary Resident Permit Holder. I can only see that of TRV online application.

Please what is the way forward for him? I don't want him to leave Canada. He is my immediate senior brother.
Secondly! Will IRCC approved the TRV Visa if submitted before 25th March 2026?

How is he eligible for open work permit if on a CWP? How did he appeal? A TRV means nothing because it is for entering Canada. If you mean visitor record, then yes. He applies for a VR.

His work permit was always going to expire now . What was the plan when it expired ?

You not wanting him to leave is totally irrelevant. And how were they eligible for an open work permit ? They were rightly refused.
