TR to PR pathway

Hi guys!
I am waiting for recent graduate stream under TR to PR draw. I’m a bit confused: does this stream use the CRS scoring system like Express Entry, or is it a "first-come, first-served" system?
Do I need a high CRS score to be successful here, or should I be focusing on something else? I’d appreciate any guidance from those who have recently transitioned from TR to PR. Thanks in advance!

Think that the op is waiting to see if the Government does another program like the one that was done during Covid
I believe the CRS cutoff was 75

After that disaster TR to PR there does seem to be some hope that this will actually be targeted and much harder to obtain although policy has been released. High skilled, certain NOCs, established in a smaller communities, certain NOA level, etc. all could be possible.
