To those saying h&c will be purged following C12's passing .. isn't it inhumane to do so ? It's almost impossible to live without healthcare, and other things .. why would people stay if they didn't have a strong reason to do so ? Replacing cheap labour with claimant inventory. Use and dispose narrative. On what basis will applications be canceled ? As much as the goal is to attract economic immigrant, bureaucrats know other countries take it all. The economy is such.

Would likely be cancelled based on national interest and no longer functional program. The program was really meant for rare exceptional cases but has become a catch all for anyone who doesn’t have other pathways to PR. Much easier to cancel the whole program. There will be some genuine H&C cases that will lose out but Canada has put themselves in a very tough position and will have to make some very difficult choices to try to correct the mismanagement of immigration. I assume some may attempt to sue the government. Canada in general has multiple million people they are trying to make leave so there will be an attempt to make it more uncomfortable to remain in Canada to encourage people to self-deport. Canada made it quite easy to live in Canada undocumented or allowed people to keep applying and getting denied for various immigration programs yet never get deported. That has already started to change.

H&C may not be an option for people but there still may be a pathway to PR for some especially younger people. This may involve returning home and then applying. If I was under 40 I would be learning French.

Ontario cancelled its Trade PR pathway citing massive fraudulent applications. Ontarians were happy with that reason. Many Canadians right now do not believe most H&Cs applicants are genuine. If the Carney government announce that as the reason, Canadians will be happy
