I never got PAL, I just assumed that since I am Inland that could be the reason why. Also I never did my medicals they just pulled the old ones I guess. Called IRCC yesterday they told me back ground and eligibility is in progress. Should I bother requesting GCMS in

Inland applicants also get PAL (sometimes, I think, not all), though not sure if this is a mandatory step to go through. What I heard unofficially is that PAL means that eligibility is passed. On my GCMS it says eligibility passed but on the tracker it did not even start. Vice versa, same thing happens with background, on GCMS security did not start - other steps are done but on the tracker it shows "in progress". Better request them if you want to know more about your application but remember that you might need to wait for them a long time..
