Over 2 years delay with citizenship application

Hi all, I'm posting this thread on behalf of my neighbor who is 69 years old, applied for citizenship back in January 2023, received AOR in March 2023 and ever since just quietness...
His application status shows physical presence completed, background check in progress. this status is been like that for over a year now, he tried contacting the IRCC via webforms many times but the reply was to wait as his application is in process!
Not sure if anyone here has came across a situation like this and what could be the reason behind, and is there anything else he can do other than contacting MPs, IRCC, and Immigration Minister? as he tried all of that.

Have him submit a GCMS notes request to see if there's a specific reason for the delay.

He can also try reaching out to his MP.

However definitely order the notes.

Exact same situation for me, it is getting ridiculous. I have lived in Canada for over half of my life, for 19 years(!) and in 2023 I have finally applied for citizenship. Still nothing, "baclground check in progress" since march 2, 2024. Zero movement since then. Im not even calling. Seriously, they must have a maximum limit for processing. Dont want to grant citizenship - let people know and let them move on with their lives.

How did you get PR? What is your citizenship? Any red flags in your application like having been part of the military, higher level government, etc.
