This is why (assuming you are applying for passport for child born outside Canada) it's important to check with the Embassy/High Commission's consular section. They may have minimum requirements / it may depend on urgency.

How can I contact Embassy/High Commission's consular section.? I have contacted the ircc by phone and asked about the ID problem so they have told me to add explanation letter. Can you please guide me to how to contact High Commission's consular section?

Nope, I can't. Internet. Or call the IRCC consular line and ask for guidance and how to contact. Etc.
