Applying for step-dad's visa

Hi,
I am applying for my step father's visa for the second time, he has been rejected once. I am working in Canada on a work permit. I have a problem with answering one of the first questions in his application which is "Why do you need a visa?". I need to pick one of these options:
- To visit my spouse, common law partner, dependent child, parent, step-parent, guardian or tutor who is in Canada temporarily, such as an international student or temporary worker.
- To visit other family who are not listed above or friends for less than 6 months

The first time I applied for him I chose the second option. I am wondering if I can choose the first option here. None of the options including family mention step-children, they just mention step-parents and I do not want to choose the wrong answer but I also feel like choosing other family is not the right answer.

Still the second option as you are not his independant child. What were reasons for refusal? It is more important for him to address reasons for refusal then select the option. Just like letter of invitation is the least important document as he must show his own cash, ties to return (spouse/biological children under 22, business, job letter with approved leave, income property), strong travel history etc.

Is your mother still alive and does she have a visa? Step-parents usually are considered the dependent of a family member. If the biological parent passes things get a lot more complicated or not possible when it comes to supervisa, PGP, etc.
