I'm curious as well, I a Canadian PR and got my H4 stamping done last month. But I had booked an appointment back in March or do. What does demonstrating residency mean as per the new DOS order?

I am a Canadian PR holder and am looking to apply for an H1B visa extension in Canada. In light of the recent announcement from the U.S. Department of State (link below), is it still safe to proceed with visa stamping in Canada?

My gut feeling is you are going to be sent back. Immigration folks aren't nice anymore. Technically you can apply even with the latest memo. PR means you are a resident of that country. But they'll try to scrutinize! Do you have proof you last lived in Canada before getting H1B visa? If you are one of those who just received PR and never actually lived in Canada, it's gonna be tough.

I think making a blanket statement like “immigration folks aren’t nice anymore” is not accurate. I am a PR, had booked my appointment back in March 2025 for an interview in August 2025. I had one of the nicest experiences at not just the Canadian POE(Ottawa airport) but at the embassy during my stamping as well at the POE to enter US on ky newly stamped H4 visa. The officer at the embassy during my interview literally asked me if I’d like to collect my passport tomorrow, and I said yes. He made sure my passport was ready the very next day. Now that is not the norm, and the officer didn’t need to offer me the quick turnaround, but yet he did. So please don’t make blanket statements because it stokes fear in folks who are trying yo go through this process.
I’d say if you have all your documents in order, and check with your lawyer about whether having the PR card is proof enough for residency- follow that advice!
I was the lucky few that I got my stamping done end of last month.
