Has anyone applied for a Moroccan visa with a refugee travel document?

I tried to do it at the Toronto consulate but they said they don’t issue visas to RTD, which is false they were just refusing to do it. I’m not sure if Montreal consulate is any better.

I tried in Toronto consulate and they asked for PR.

I had my PR but according to them ‘Morocco doesn’t issue visa on RTD’ which is false. Seems like they make different excuses to people not to take visa applications.
