I just thought of something - why are police clearance certificates needed in the first stage of a H&C application if the first stage can take up to 2 years to process? What if the applicant commits an offence during those 2 years (after they submit the H&C application)? Wouldn't it make sense to only ask for the police clearance certificates at the second stage? (given that that is the most recent stage)?

Subsequent checks are done again come stage 2 processing

These checks need to be completed before AIP / in order to issue AIP. Additional checks are completed again subsequently post AIP.

I've heard so many conflicting theories. Like this government website which says that police certificates only need to submitted after stage 1, when they confirm that your circumstances meet the requirements for H&C ( https://stepstojustice.ca/steps/immigration/3-get-decision-stage-1/ )

IMM 5280 E, document checklist, item 17, Police certificates. They need to be submitted.

If you applied in June 2024 it literally could be years until you get a decision. We have zero idea what the backlogs are like and what yearly quota has been allocated to general H&C category. The math doesn’t math so not sure why IRCC is not reforming this program.

Applied in 2025 and already assigned to an officer with background checks processing

Thank you, its better than hearing "we have not started processing your background check". If I ever receive the GCMS notes I ordered then I should hopefully see most of the checks as passed

Sometimes medical is done before AIP. Sometimes it is related to potential health concerns of the applicant(s) but not always. Your file is moving forward.

Yes it is .. if you have done medical before that one will be still valid under tpp . You don’t need medical exam .i got AIP in July and they told me no medical exam needed
