Anyone here submitted a H&C application WITHOUT Police Clearance Certificates?

I know H&C applications are processed in 2 stages. Some people have told me that its mandatory to submit police clearance certificates right when you submit the application. Whereas other sources have told me that it is possible to submit the PCC in the second stage of the application.

I really do not want to spend money on PCC's if my application ends up getting rejected anyways.

So has anyone here submitted a H&C application without a PCC, and only attached the PCC later on in the second stage? What have been your experiences?

Ircc will ask you to provide the pcc.
And other documetns.
