I recently submitted my citizenship application without including a German police clearance certificate. I lived in Germany for approximately 200 days. Navigating Germany's strict bureaucratic procedures to obtain the clearance certificate proved extremely difficult; easily one of the most frustrating administrative systems I experienced while living there.

Could you please help me with two questions:

  1. Is a police clearance certificate strictly mandatory for time spent in Germany for that duration?
  2. If yes, is there any way to submit the certificate to my application before rejection/receiving my AOR (Acknowledgment of Receipt)?
Thank you so much for your kind help and guidance!

This is from https://www.canada.ca/en/immigratio...ip/adult-minor/how/adult-forms-documents.html

You need to provide a police certificate from each country outside Canada if you were there
  • in the past 4 years
  • for 183 days or more in a row and
  • since the age of 18
You don’t need to provide a police certificate if

you were in your country of origin immediately before becoming a permanent resident and landing in Canada and
  • this time falls within the past 4 years
To be valid, the police certificate must be issued
  • after the last time you were in that country, or
  • within 6 months of signing your application form
We may request a police certificate at any point during processing even if you already submitted a valid certificate.

If you can’t get a police certificate, tell us why not in the textbox of question 10b of the application form.

You can call IRCC and request a temporary file number (TFN), you then use that number and to submit your certificate online using a webform found at Canada.ca. If you already have your application number skip calling IRCC and use that. The certificate should be translated to English. Alternatively you can wait for IRCC to request it, but you should still work on getting it.
