What does this "eligibility completed" update mean? Pls help

It shows that your application is still in the initial stage. IRCC is assessing to determine if your application meets the basic requirements of the program you applied for.

Eligibility check is one of the 4 stages. It means your eligibility check has been completed. Once it is updated to 'Complete,' you should receive the AIP and sponsor letters soon.

My tracker says eligibility is completed and background check is in progress.. but my gckey says eligibility is in progress.. My eligibility turned from Not started to Completed on November 14.. is it normal? Which one out of my gckey and tracker, is more reliable in the case of status of eligibility?

Tough to say. I find that GCKey usually updates only for major milestones, such as when a final decision is made, while the tracker reflects smaller steps, for example, when each stage of the process is completed.

In my opinion, eligibility is considered fully completed when the principal applicant (PA) receives the AIP and the sponsor gets the sponsorship approval letter via email.
