This will be very problematic. You were required to include your brother in their PR application if he was dependent on your parents because he was unable to live independently. It will likely be very difficult for him to get a TRV because it appears as though he will want to move to Canada with your parents so not a genuine visitor. Why did you not include him in their PGP?
heard a lot of story about getting refused about the situation and my parents are aware of it, so we decided to not include him, and my dad's not planning to live here.

The issue is you’re not allowed to not include him. This is to prevent families from leaving disabled family members behind in their home country. There is of course a risk of your parents also being denied if he was included if he had high medical needs but the goal of PGP is family reunification. Ditching a disabled family members in a home country while the rest of the family moves/gets PR is not family reunification. What happens if your father dies or gets sick? What happens to your brother at that point? I assume your mother has been the primary caregiver of your brother for his whole life so his mother abandoning him to live in Canada seems pretty cruel.

Then why did your father apply for PR and not as non-accompanying? You should expect that getting a TRV for your brother will be very difficult because parents/caregivers both applied for PR therefore there will be concern that he should have been included in PGP and that he has minimal ties to return to and is not able to live independently. This could also impact PGP application if IRCC realizes he was not included.

What your parents should actually be doing is adding your brother to their PGP before they land as PRs. They will have to explain why they didn’t do it in the first place but that would be the accurate way to have applied for PGP and would also allow your brother to either visit Canada while he has a valid PR card or live in Canada if the application is approved.

We applied in April and got rejected due to lack of ties ( he has full time IT job in India) and financial. We did had bank statements the first time and only added mutual funds. So we did that and Ended up going with an immigration consultant also.
It still says processing with no movement at at all. We did biometrics in first application.

Has anyone had movement for June?

Processing is either very quick due to primarily AI or if processed manually it will people take months. Given the recent refusal and single man applying from India it will likely be processed manually so prepare for a few months.
