Husband living and studying in Ontario and is on a student visa (Postgraduate). He applied for wife and kids visa and got approved. Wife got OWP. Now the wife arrived in Canada and directly headed to Novascotia to be with her sibling (PR holder) who's living there. The wife is wondering if she can work and live in NS. Can this potentially be an issue with regards to procedural fairness if they get to apply for PR in the future?

Also in terms of healthcare, can she get Healthcare using her husband's international student family Healthcare plan that is registered for Ontario while she is living and potentially working in NS?

If it’s UHIP the application clearly states you have to be living together with the student

Which makes sense , because the only reason you have OWP , or even in Canada , is because you’re the spouse of a student

And to not even live with the spouse as you mentioned, they went directly to Nova Scotia

The wife only got approved in order to join their husband in Canada. Family reunification is the goal of SOWP and study permits or TRV for children. Why is the spouse not moving to live with their spouse? Of course they won’t qualify for UHIP. If doing a postgrad in Ontario there is a good chance they will try to apply for PR in Ontario so if a large percentage of your family has not been living in Ontario there could be concerns that you won’t settle in Ontario which could impact PR approval. There also could be concerns about the relationship if came to Canada yet did not come to live together.
 
Wife is not living with husband and is in a different province. She will not be covered as a dependent under husband's health insurance.

She works as a foreign worker in NS. So she needs to look into how to qualify for health insurance herself in NS.
No idea if that will impact future PR application as a couple.
