I submitted the application to sponsor my parents PR under PGP in July 2024. They have received AOR and completed PCC, medical, biometrics etc as of March 2025. I have also received a "sponsor eligibility letter".
We are now waiting for PPR and my parents are here in Canada on visitor visa.
While browsing, I came across the following regarding OHIP eligibility:

Does this mean I can apply for their OHIP *before* they receive PPR/COPR on the basis of PR application itself?
In list of documents needed for OHIP, it says:

Not sure if IRCC will issue such as "eligibility letter" for Principal applicant and dependents as part of the regular process or do I have to ask them specially?
Does anyone have any experience with this?

- are applying for permanent residence in Canada and:
- have submitted an application to Immigration, Refugees and Citizenship Canada (IRCC) and
- IRCC has confirmed they have reviewed the application and that you meet the eligibility requirements to apply (see document requirements) and
- you have not yet been denied
Does this mean I can apply for their OHIP *before* they receive PPR/COPR on the basis of PR application itself?

- be on IRCC letterhead, addressed to you as applicant
