Study Permit Delay (Over 7 Months)

Hi everyone,

I applied for my study permit (outside Canada) in December 2024. It has been more than 7 months and my application is still under review for background check. I applied from a country where the average processing period for the study permit is 3 weeks as per their website.

They asked me for additional documents in January 2025. These documents include my CV and military service. I submitted these documents on the same day. They sent me an email saying that they have started reviewing my additional documents in April 2025.

I deferred my university intake once to Fall 2025 instead of Summer 2025.

I sent several requests to the embassy through the IRCC web form, and they told me that my application is under review for background check and that there is nothing they can do.

Could you please tell me what should I do?

It is worth noting that this week, I asked a website to get me the GCMS notes from IRCC and CBSA, just to know what is going on, and I am still waiting for them.

What is your country of citizenship and when countries have you lived in? If still in background check then IRCC is waiting for immigration/security information from those countries so processing times really are not followed.

This is likely stuck in security screening if you have a military history. What country? What type of degree? Field?

I am from Iraq and I live in Turkey.

I have NO military history. They sent a document to fill out about my military history in Iran. They also asked questions about my studies and future plans in Iran. I am NOT from Iran nor have I studied in Iran or visited Iran, or know where Iran is on the map. Why did they do that?

The study program in Canada is PhD in ECE.

What is the school? You say Iraq and that IRCC asked for military history from Iran so what country.

IRCC is waiting for immigration and security information from those countries. File cannot move forward until then. Nothing you can do.

So IRCC is waiting for security/immigration from those 3 countries. All you can do is wait. If no response by mid August then ask school about deferring.

What school has accepted you in Canada? Do you still have a valid offer? Do you now have PAL? The fact that you are living in a 3rd country without longterm legal status but come from Iraq raises concerns about whether you will return to Iraq after your studies. IRCC asking for military service information from Iran is either a typo or potentially concern that you have either lived in Iran, there may be someone with very similar details who has served in the military in Iran, etc. The region has quite porous borders so there are issues with people not declaring when they have lived in another country.
